Community Services Policy Manual
Michigan Department of Health & Human Services is the recognized entity responsible for overseeing the distribution and oversight of funds for various federal and state government programs. The Community Services Policy Manual (CSPM) defines policy in the administration of funds provided to Community Action Agencies (CAAs) and Limited Purpose Agencies (LPAs).
The manual is designed to be used in conjunction with federal Office of Management and Budget Circulars, various program specific agreements and the Technical Weatherization Manual.
The CSPM will address issues such as available services, eligibility criteria, allowable and unallowable costs, programmatic and financial reporting requirements, application information and deadlines, Federal Income Poverty Guidelines, etc.
