Section 1115 Reentry Services Demonstration

The Michigan Department of Health and Human Services (MDHHS) has received approval from the Centers of Medicare and Medicaid Services (CMS) for the demonstration under Section 1115 of the Social Security Act to support individuals as they transition from carceral settings back into community. The goal of the waiver is to improve care transitions, focusing on key health and health-related social needs to ensure improved continuity of care, reducing gaps in coverage and services upon release.

Stakeholder Engagement

Michigan has convened an Implementor Advisory Group (IAG) that will play a critical role in supporting successful implementation of Michigan’s Reentry Initiatives. The IAG will meet on a quarterly basis to advise and support MDHHS to successfully launch and implement Michigan’s Reentry Initiatives (which includes the Section 1115 Demonstration and the Consolidated Appropriations Act). Members of the IAG include representatives from prisons, county jails, Sheriffs’ Association, juvenile justice facilities, managed care plans, and providers.

Public Hearing

MDHHS hosted two public hearings in July of 2024 to provide an overview and discussion of the Section 1115 Reentry Services Demonstration, where all interested parties will have an opportunity to provide comments.
