Crime Victim Compensation Navigator Program
The Crime Victim Compensation Navigator Program is designed to assist and support crime victims applying to the Crime Victim Compensation program section within MDHHS Division of Victim Services. The Navigator Program aims to ensure that those who have been the victim of a crime are informed of the Crime Victim Compensation program. Navigators then help determine if victims are eligible for benefits and assist them with completing crime victim compensation applications, obtaining documentation required to support those applications and provide program information to community stakeholders/agencies.
Helping victims navigate institutional systems - such as hospital billing departments, insurance agencies and other bureaucratic systems to obtain supporting documentation for application submissions - is a key element of this program. Each Navigator must reside in the region for which they are assigned which ensures that they are located near the population that they are assisting and supporting.

Navigator Program Outline
The Navigator will:
Step 1
Meet with victims either virtually or in-person to complete the Crime Victim Compensation application.
Step 2
Determine which supporting documentation must be submitted along with the application.
Step 3
Continue to support the victim with any necessary claim requirements until an application is ready for decision by the Crime Victims Compensation staff.
Step 4
Assist victims with retrieving documents and forms for compensation applications including various local and/or public offices and organizations such as police departments, prosecuting offices, hospitals, and other providers on behalf of the victim to obtain supporting documentation required for their compensation application.
Step 5
Initiate and maintain outreach to agencies funded by the Division of Victim Services, community victim service agencies, Prosecuting Attorney’s office, child advocacy centers, law enforcement agencies, medical facilities, funeral homes, and other agencies who interact with victims to provide resources, contact information, and ongoing support regarding Crime Victim Compensation.
