MDHHS issues RFP for substance use disorder treatment and recovery provider infrastructure support

LANSING, Mich. – The Michigan Department of Health and Human Services (MDHHS) has issued a Request for Proposal (RFP) for providers to expand, increase or enhance their physical infrastructure to expand access to and capacity for substance use disorder treatment and recovery services.
The purpose of this opportunity is to provide one-time grant funding through the Michigan Opioid Healing and Recovery Fund to increase or expand access to and capacity for opioid use disorder (OUD), stimulant use disorder (StUD) or substance use disorder (SUD) treatment and recovery services for Michiganders seeking services.
This opportunity is open to qualified SUD treatment and recovery services providers contracted with a Prepaid Inpatient Health Plan (PIHP) or an SUD program operated by a federally recognized Michigan tribe that serves individuals with an OUD, StUD or SUD. These grants are intended to increase the capacity of the SUD treatment and recovery services system by serving target communities and underserved populations. Successful applicants will focus on capacity building and ensuring that the necessary framework to support continued services through the expanded and/or enhanced infrastructure is in place.
To be eligible, applicants should meet the following criteria:
- Possess a valid SUD provider license through the Michigan Department of Licensing and Regulatory Affairs or be an SUD provider operated by a federally recognized Michigan tribal government.
- Provide services by staff with a valid SUD certification through the Michigan Certification Board for Addiction Professionals and a valid professional license commensurate to the level of services being provided.
- Contract in network with a PIHP or be an SUD provider operated by a federally recognized Michigan tribal government.
A total of $2 million is available in this RFP, with a maximum award of $495,000 per grantee. MDHHS anticipates issuing up to four awards.
Grant applications for the Substance Use Disorder Treatment and Recovery Provider Infrastructure Support (SUDTR-2023) RFP must be submitted electronically through the EGrAMS program by 3 p.m., April 5. The program period begins June 1 and ends Sept. 30, 2023. Successful applications may be awarded continuing funding based upon funding availability and acceptable performance.
A pre-application conference will be held to discuss this funding opportunity and provide instruction on using the EGrAMS system. The pre-application conference is Feb. 22 at 9 a.m. and will last approximately 90 minutes. The conference can be accessed at https://bit.ly/3kcNHmP.
