Matthew Rick, Senior Deputy Director, Legal Affairs Administration

Matthew Rick is senior deputy director of the Legal Affairs Administration, where he oversees a vast array of legal issues pertaining to Medicaid, Children’s Services, patient and client confidentiality and many other MDHHS divisions.

Rick previously served as the director of the Bureau of Legal Affairs. He joined the former Michigan Department of Community Health in 2010 as the director of the Office of Legal Affairs; he was promoted to bureau director in 2015, and became acting senior deputy director in May 2018.

He has been a practicing attorney for more than 25 years, mostly in public service. He started in the Michigan Court of Appeals, first in the Court’s Prehearing Division, and then as the law clerk to the Honorable Donald Holbrook Jr.

From 1994 until 1997, Rick was in private practice serving as counsel to the Michigan Life and Health Insurance Guaranty Association. He then served for a decade as an assistant attorney general in the Michigan Office of Attorney General, where he counseled and litigated for several state administrative departments and agencies. Before joining MDCH, he also served as the vice president and general counsel to the Michigan Economic Development Corporation.

Rick is a graduate of the University of Detroit School of Law.
