REORGANIZATION OF THE BUREAU OF REGULATORY SERVICES

The Bureau has been reorganized and is now called the Bureau of Family Services.  The way the various regulatory functions of the Bureau have been handled in the past has changed to a function-based structure.  Consultants will continue to be program specific, i.e., child welfare, child care, adult foster care, but will focus on only one component of the job.  The new functions will be on-site investigations, complaint investigations, or training and consultation.  Consultants will no longer have specific caseloads, but rather will be assigned to a geographic area and will handle assignments within that area on a rotating basis.  This change allows the Bureau to handle work- flow in a more efficient manner.  As a part of this procedural change, consultants will not make appointments in advance of doing an onsite investigation at either child placing agencies or child caring institutions for interim, renewal, or special investigations.

The processing of applications, both original and renewal, for Child Caring Institutions, Child Placing Agencies, Approved Governmental Units, and Court Operated Facilities, will be centralized in the Licensing Division.  This division will be located in the Bureau's Central Office in Lansing.  The Licensing Division will complete all data entry for Children's Foster Family Homes and Foster Family Group Homes.

NEW PROCEDURES FOR CERTIFYING FOSTER HOMES

Effective November 4, 2002, all BRS 3706, (Children's Foster Home Licensing Transaction Record), transactions are to be sent to Central Office to the Licensing Division of the Bureau of Family Services.  (See address at bottom of page.)  A supervisor must sign all BRS 3706 documents.  Please refer to the attached chart regarding the documents that must be submitted with a request for a licensing transaction.

It is the responsibility of certification staff in the Child Placing Agency to send all required documents in a timely manner to ensure that renewal licenses are generated prior to the expiration date.  BRS 3706s that are submitted without the appropriate supporting documents will be returned to the Child Placing Agency. 

, click on Family and Health Services on left side of page, click on child welfare licensing, click on child placing agencies, click on child placing agency letters.) www.Michigan.gov/laraEffective November 4, 2002, all BRS 259, (Special Evaluation Record) forms for original complaints and closed complaints are to be submitted to Central Office to the Complaint and Intake Unit of the Bureau of Family Services.  The BRS 259 turnaround is to be used to close the special investigation.  The special investigation report must be sent with the BRS 259.  (Please see CPA letter 01-07 for the required format for special investigations.  All current CPA letters are available on the Bureau web site-
