MI Choice Waiver Program

The MI Choice waiver program provides Medicaid-covered long term care services and supports in a home or residential setting for individuals who meet the medical/functional criteria for nursing facility level of care.  Services are provided through MI Choice waiver agencies.

Revisions to the MI Choice Waiver Chapter of the Medicaid Provider Manual

Effective December 1, 2019, revisions were made to the MI Choice Waiver Chapter which result in policy and program changes. Many changes are the result of policy changes approved by the Centers for Medicare & Medicaid Services (CMS) during the MI Choice Waiver renewal process. Additional changes were made to provide clarification on certain topics. Please see the Medical Services Administration Bulletin, MSA 19-17 for a list of updates and the updated MI Choice Waiver Chapter of the Medicaid Provider Manual.

MI Choice Intake Guidelines

The Michigan Department of Health and Human Services (MDHHS) specifically formulated a more accurate telephonic evaluation for MI Choice applicants to determine potential program eligibility and waiting list placement. The new telephonic evaluation, the MI Choice Intake Guidelines, is for use by the MI Choice program only. MI Choice waiver agencies collect MI Choice Intake Guidelines data electronically online. The online MI Choice Intake Guidelines is the only approved format and is only accessible to MI Choice waiver agencies.

Adequate Action Notice

The Centers for Medicare and Medicaid Services (CMS) requires an Adequate Action Notice be sent to the applicant not later than the date of removal from the MI Choice waiting list.

 MI Choice Participant Handbooks

Effective 10/1/2013, waiver agencies are required to provide the MI Choice Participant Handbook and the Privacy Notice for Medicaid and Other Medical Assistance Programs to all MI Choice applicants during the enrollment process. Waiver agencies must provide this handbook and privacy notice and go over the content with all individuals receiving an initial MI Choice assessment, annually at reassessments, as requested or as content changes.

On pages 10 and 16, waiver agencies must include their agency specific information. Waiver agencies must not delete or change any of the handbook content. However, waiver agencies are welcome to add additional pages within the handbook (with appropriate MDHHS approval of content).

Electronic Visit Verification (EVV) 

EVV is the use of an electronic system such as a phone or computer to verify the delivery of Medicaid services, as required by the Centers for Medicare & Medicaid Services (CMS).

 

MI CHOICE PAST RENEWALS AND AMENDMENTS

MI Choice Waiver 2018 Renewal

The Michigan Department of Health and Human Services (MDHHS) underwent the process to renew the MI Choice waiver program application.  The prior application expired September 30, 2018.  

MDHHS has scheduled a series of meetings for stakeholders, including program participants, family members, caregivers, advocates, providers, and waiver agency staff. The intent of the meetings is to solicit input and opinions regarding the elements of the waiver program that work well, those that might need improvement, and proposals for new program elements.

MI Choice Waiver 2016 Amendment 

The Michigan Department of Health and Human Services (MDHHS) submitted an amendment to the Centers for Medicare and Medicaid Services (CMS) for the Section 1915(b) MI Choice waiver.  The purpose of the amendment was to add Non-Emergency Medical Transportation (NEMT) as a service in MI Choice.  This allowed MI Choice waiver agencies to authorize NEMT for MI Choice participants instead of obtaining authorization through MDHHS local offices.
