Beneficiary Advisory Council

The Beneficiary Advisory Council (BAC) is a new statewide committee that will consist entirely of community members with lived experience. The primary role of the BAC will be to advise the Michigan Department of Health and Human Services (MDHHS) on policy development and effective administration of the Medicaid program. BAC members will have a formal voice in the decision-making process.

Why the BAC Matters

BAC members will be in a unique position to make the Council their own. Those selected to be on the BAC will vote on various aspects including what to name the Council and how to update bylaws. BAC members will also have an opportunity to address MDHHS leadership directly at Medicaid Advisory Committee (MAC) meetings. Please see the section titled, "Medicaid Advisory Committee" below for more information on that committee.

Anyone residing in Michigan meeting any of the following criteria may apply for BAC membership:

  • Current Michigan Medicaid member
  • Former Medicaid member in any state within the last 5 years.
  • Caregiver or family member of Michigan Medicaid member

What Will be Discussed

Members will be provided with a safe space to advise changes to Michigan Medicaid by sharing their lived experiences on a variety of topics including but not limited to:

  • Application and renewal process
  • Quality of services
  • Health equity and disparities
  • Beneficiary and provider communications
  • Other issues that impact health and medical services.

Specific discussion topics will be determined based on the needs of those receiving Michigan Medicaid.

Meeting Frequency and Format

The BAC will meet quarterly for 1 1/2 - 2 hours, with an orientation provided to members prior to the first meeting. All meetings will be in a virtual setting, with a telephone-in option. Special accommodations can be made to those with difficulty attending virtually.

Medicaid Advisory Committee

The Medical Care Advisory Committee (MCAC) will be transitioning to the Medicaid Advisory Committee (MAC) in alignment with the launch of the BAC. This committee consists of members of MDHHS leadership, health professionals serving Medicaid beneficiaries, and members of consumer organizations. A portion of BAC members will attend quarterly MAC meetings starting in August 2025.
