Phase-in of new disclosure software begins the week of December 16, 2024

Last month the Bureau of Elections (BOE) announced the launch of financial disclosure software, called the Michigan Transparency Network (MiTN). The MiTN system will replace the existing MERTS software for campaign finance disclosure, e-Lobby for lobbyist reporting, plus reporting systems for casino interest reporting, candidate filings. and other BOE functions. 

Initial phase-in

Starting the week of December 16, the BOE will soft-launch three of the major reporting functions of MiTN:

  • Lobbyist and Lobbyist Agent Disclosure
  • Casino Interest Disclosure
  • Legal Defense Fund Disclosure

Online training for these modules will begin the first week of January in advance of required reporting. While full trainings will be available in January, initial questions can be directed to BOE in advance of that training.

Campaign Committee Disclosure

In February, BOE will incorporate the campaign committee filing functions into MiTN. This means that that the following committees will file via the existing MERTS software one last time for reports due by January 31, 2025:

  • Candidate Committees 
  • Political Action Committees 
  • Ballot Question Committees
  • Political Party Committees 

As planned, the BOE will update the Personal Financial Disclosure module in MiTN this spring for reports due on May 15, 2025.

MiTN Training for Lobbyist and Lobbyist Agents

The Department of State's Bureau of Elections will host an instructional webinar on the MiTN program for Lobbyist and Lobbyist Agents. This training will concentrate on utilizing MiTN for all lobby reporting utilizing the new system.  This webinar will include information on system registration and filings using the MiTN system, as well as other topics.

MiTN Training for Lobbyist and Lobbyist Agents

Online trainings will be provided in January for lobbying, casino disclosure, and legal defense fund filers.  Trainings for campaign committees will be available in February with personal financial disclosure trainings to follow in the spring.

Frequently asked questions (FAQs)

  • You will file using the MERTS system as normal.

  • Yes.

  • No. The MiTN system is web-based and will be made available at no charge to all users.

  • Yes. This software will be used by Candidate Committees, Political Action Committees, Independent PACS, Party Committees, Ballot Question Committees, Lobbyists and more.

  • Yes.  Since your contacts are stored in your computer and the MiTN system will be web-based, you will need to upload your contacts into MiTN.  Instructions on how to do so will follow.

  • No. The system will be web-based.  A link to the system will be made available after launch.

  • Yes, but the report transmission will differ.  As a note, the State has already sent file formats to the known software vendors to aid your export of reports.

  • All users of the system will be required to utilize a MiLogin password.  MiLogin is a single user ID that connects users to all State of Michigan services.  You may already have a MiLogin ID for renewing your driver's license, viewing your state tax return status, or applying for health benefits. Lobbyists who employ lobbyist agents and businesses who provide campaign finance filing services who have employees may need to utilize a MiLogin for Business.

  • Businesses who provide campaign finance filing services who have employees and committees may need to utilize a MiLogin for Business.  This system will be best suited for this use and will be best utilized for firms filing multiple committees.

  • If you don’t already have a MiLogin, you can obtain one now.

  • The week of December 12, 2024, the BOE will initiate a soft launch of three of the major reporting functions of MiTN:  This will include Lobbyist Disclosure, Casino Interest Disclosure and Legal Defense Fund Disclosure.  In early January, the BOE will train users on the system for reports due on January 31.

  • The state’s existing campaign finance system (MERTS) is antiquated and originated more than 20 years ago.  The new system will be web based, integrate all disclosure functions, including lobby and personal financial disclosure, and allow for easier modifications as statutes change.
