Surface Condition of Active Networks (SCAN)

MDOT's Surface Condition of Active Networks (SCAN) manual is intended to help planners and engineers assess and rate the surface condition of asphalt shared use paths by identifying the presence or absence of various surface defects.

Much like asset management practices for roadways and highways to guide maintenance practices, the SCAN manual does much the same for the ever growing and aging shared use path networks across the state. Once construction is complete on these shared use pathways, agencies must move into an evaluation and maintenance phase. This task has long lacked a clear, consistent tool for evaluation.

The SCAN manual is intended to fill that knowledge/guidance gap and promote better stewardship of the shared use path networks. Evaluating and documenting a pathway’s surface condition can better support agencies with resource management, putting their money where it is most efficient and effective. These enhanced maintenance practices also increase the safety and usability of the pathways.

Note: The SCAN manual has received limited field testing. Users are encouraged to apply it cautiously and provide feedback, as adjustments may be necessary to enhance its accuracy and usefulness.
