Local Agency Program staff oversees the Local Earmark Program as directed by both the federal and state legislatures. This program provides guidance to local agencies to help navigate state and federal grants passing through MDOT. The specialist for this area also works as a liaison for local agencies when using MDOT’s Local Agency Reimbursement System (LARS) for force account projects as well as for preliminary engineering and construction engineering authorizations, and others that require MDOT reimbursement.
