John P. Woodford

1923-2007

Woodford directed the Michigan Department of State highways through a period of extensive change (1972-1983), presiding over its conversion from a highway agency to one with responsibilities in all travel modes. His accomplishments covered a wide spectrum, ranging from the state's first total transportation needs study to a statewide rail safety program and the start of pavement recycling for aging highways. His assignments in a 35-year Department career also included Chief of highway Maintenance and Deputy Director-Chief Engineer. Recognizing his effective leadership, the American Public Works Association named him one of the nation's top ten public works leaders in 1980 and the Governor's Awards Commission selected him as one of three top state employees in 1971. From 1984 to 1987, he was managing director of the Michigan Asphalt Paving Association.
