Public Comment
Our public input process lets you have your voice heard on behalf of the environment. You know about your neighborhood, community, and local conditions and how our regulatory processes and actions may affect them. Although we’re bound by state and federal laws, your comments can influence how solutions are achieved.
Public comment periods are an essential component of transparent and equitable public participation, allowing the EGLE to gather input from the community and affected parties before making final decisions on agency actions. A public comment period can range in length and in some comment periods, may be granted an extension.
What is a public comment and a public comment period?
A public comment is a comment submitted during a public comment period that provides feedback on a proposed action under consideration by EGLE. Proposed actions include rules and regulations, permit decisions, project or plan approvals, significant compliance actions, policy or guidance documents, and the development of key EGLE initiatives or programs.
A public comment period is a designated time during which EGLE invites the public to provide feedback, comments, and opinions on a proposed agency action.

Keys to Public Comments
- Be specific. Clearly state what action or part of a permit, rule, or project you are commenting on.
- Focus on facts. Include data, studies, or personal observations that support your comment.
- Stick to the topic. EGLE can only consider comments related to the proposed action or decision
- Suggest solutions or alternatives when possible.
A public comment is most effective when it:
- Points out specific concerns with permits, policies, or plans.
- Refers to applicable laws or regulations and how they may be impacted.
- Provides technical information, scientific studies, or other evidence.
- Offers alternative approaches that meet requirements.
What EGLE can consider
- Environmental impacts (water, air, land).
- Compliance with state and federal regulations.
- Technical or scientific data related to the proposal.
- Suggestions for how to improve or modify a permit or rule.
- Local knowledge of environmental conditions or community impacts.
What EGLE cannot consider
- Issues outside the agency’s legal authority (e.g., zoning, property values, traffic, noise, or light).
- Comments on past actions or decisions that are not part of the current proposal.
What will EGLE do with my comment?
EGLE considers all comments received at a public hearing and during a public comment period as it makes its final decision.
After reviewing comments, EGLE communicates how comments were considered as part of the process (including any changes made as part of the final action), and develops response to the comments document that provides a summary of the public participation process, responds to relevant comments received, and contains explanations of the basis for the decision. The final decision and relevant information will be sent to anyone who made a comment or attended meetings, provided contact information is shared.
