Pollution Prevention and Sustainability Assessments Implementation Program

Eligibility Requirements

Any small sized manufacturers and businesses (less than 500 employees) physically located in Michigan are eligible to apply. For the purposes of this Request for Proposals (RFP), the following types of entities are eligible to apply:

Any private/non-governmental small businesses that fall under one of the following USEPA P2 National Emphasis Areas (NEAs):

• NEA #1: Food and Beverage Manufacturing and Processing, NAICS codes 311 and 3121
• NEA #3: Automotive Manufacturing and Maintenance, NAICS codes 3361, 3362, 3363, and 8111 and associated subsectors
• NEA #5: Metal Manufacturing and Fabrication, NAICS codes 331 and 332 and associated subsectors

Eligible projects must involve/address P2 or sustainability projects that have been identified in an assessment performed by Michigan State University's Industrial Assessment Center, Lawrence Technological University RESTART program, or other equivalent assessment program.

Impacted facilities must be occupied and have long range plans of continued use. All eligible applicants must provide a Unique Entity Identifier (UEI) number from the System for Award Management (SAM.gov) website. UEI registration can take up to 10 business days to become active.

Funding Amount

A total of $100,000 in funding is expected to be available, with the average individual grant awards ranging from $5,000-$25,000. All grants require a minimum 25 percent match. EGLE reserves the right to issue awards/amounts reflecting program priorities. Expenditures incurred outside the executed grant agreement time period are ineligible.

Program Priorities

When assessing a participating business, EGLE will prioritize reductions in the amount of any hazardous substance, pollutant, or contaminant entering any waste stream or otherwise released into the environment (including fugitive emissions).

EGLE will focus on prudent and cost effective P2 recommendations, such as:

• Equipment or technology modification.
• Process or procedure modifications.
• Reformulation or redesign of products.
• Substitution of raw materials.
• Improvements in maintenance, training, or inventory control.
• Practices that increase the efficient use of water, energy, raw materials, or other resources, or that may protect natural resources through conservation methods, or in-process recycling (i.e., process improvements to reuse materials within the same business/facility in the production process).

Awardee Obligations

• Monthly progress reports emailed to program manager.
• Report project impacts, addressing potential energy and cost savings.
• Provide documentation of project expenditures (i.e. invoices and proof of payments).
• Submit payment request within 30 days of completing project/activity.
• Onsite visit with EGLE staff following project completion.
• One-year follow-up survey on continued impacts of implemented project/activity.
