Contractors and the Home Energy Rebates

Contractors will serve an essential role in implementing Michigan’s Home Energy Rebates program through home assessments and measure installations. Prepare to become a part of EGLE’s Home Energy Rebates prequalified contractor network!

Prequalified contractors will gain access to offer home improvement rebates to qualified households for energy efficiency and electrification improvements. Serving Michigan’s disadvantaged communities could earn you an incentive bonus for supporting our most vulnerable communities.

How can you prepare to participate?

Enrollment in EGLE’s managed network for contractors is open. 

Review the contractor requirements 

To participate, contractors will have to adhere to prequalification requirements.

Review the Contractor Prequalification Requirements and make sure it’s right for your business.

Get ready for applications to open up by preparing all the necessary documentation to demonstrate compliance with the program requirements.

If you do not yet meet some/any of the requirements, review the Training and Supplemental Funding Resource (not yet available) and identify pathways to become compliant.

Program overview

The anticipated enrollment and installation process for contractors participating in Michigan’s Home Energy Rebates program is detailed below. This process will be conducted in accordance with EGLE’s Consumer Protection Plans for the Home Energy Efficiency Rebate (HOMES) and Home Electrification and Appliances Rebate (HEAR) programs.

Network Enrollment

  • To enroll within EGLE’s managed network, contractors will set up an account in the state’s contractor qualification portal. Required information, including the documentation in the contractor prequalification requirements, will be submitted through this portal. The link to the portal will be added to this webpage when available.
  • The program implementer will approve contractors for program participation after reviewing the submitted documentation and performing due diligence on the contractor to prevent the listing of fraudulent or illegitimate entities.

Training

  • After network enrollment, contractors will receive training regarding program guidance and project implementation requirements.

Project Assignment

  • After receiving training, contractors may be self-selected by households seeking HOMES/HEAR-funded upgrades.
    • Alternatively, contractors may be assigned to projects by the HOMES/HEAR program.
  • During this phase, contractors perform a home assessment to evaluate the household’s current state of energy efficiency and all relevant potential energy efficiency and electrification upgrades.

Application Review

  • After the home assessment, contractors submit the home data, energy modeling, proposed scope of work, and resident and/or landlord agreement to EGLE.

Project Work

  • If the application is approved, the contractor performs the respective measure installations and completes the Quality Installation Documentation
  • Upon completion, the contractor will submit the Quality Installation Documentation and invoice to the EGLE Implementation Partner for review.
  • Note: EGLE and its Implementation Partner may conduct post-installation inspections on projects.

Payment Issuance

  • Contractors will work with the HER team to submit Quality Installation Documentation and invoicing via a web-based portal for review.
  • After being approved the HER team will batch the projects and submit them to EGLE for review and rebate payment.
  • Once approved, EGLE intends to issue the rebate payment to the respective contractor within 30 calendar days of project documentation submission via ACH Direct Deposit.
