Clean Communities Investment Accelerator (CCIA) and National Clean Investment Fund (NCIF)

The Clean Communities Investment Accelerator (CCIA) and National Clean Investment Fund (NCIF) represent $20 billion of the Greenhouse Gas Reduction Fund (GGRF). Together they work to develop a green financing network across the United States to support clean technology projects.

The CCIA will establish national nonprofit hubs that provide funding and technical assistance to community lenders working in low-income and disadvantaged communities, providing an immediate pathway to deploy projects in those communities while also building the capacity of hundreds of community lenders to finance projects for years.

The NCIF will establish national clean financing institutions that deliver accessible, affordable financing for clean technology projects nationwide, partnering with private-sector investors, developers, community organizations, and others to deploy projects and mobilize private capital at scale.

The OCE is working to develop partnerships with entities awarded through the NCIF and CCIA competitions, such as through the Michigan Climate Investment Accelerator. This initiative will help community lenders like community development finance institutions (CDFIs), credit unions, and green banks across the state secure funding from the GGRF.

Program timeline

  • October 2023: Coalitions submitted applications
  • January – March 2024: State of Michigan met with coalition applicants
  • April 4, 2024: CCIA and NCIF Awards announced
  • Summer 2024: Coalitions negotiated final awards with EPA
  • Fall - Winter 2024: Coalitions receive funding and begin program rollout
  • Fall 2024 - Summer 2031: Program Implementation
    • Project Owners: apply for green financing;
    • Community Lenders: Apply for capital and technical assistance funding
