Permit to Install (PTI) applications included here may be of particular interest to the public. These applications and supporting documents are subject to revision during the review of the applications in response to EGLE requirements. The public is encouraged to provide informal comments to assist the EGLE in identifying issues of concern.

Note: As the Air Quality Division works to implement the new data system, MiEnviro for air permits, all permit applications will become available for the public to view.

Marathon Detroit Permitting Project

The Marathon Detroit Refinery stationary source, State Registration Number (SRN) A9831, consists of three separate companies that are included in the Renewable Operating Permit (ROP) for the source.

  • Marathon Petroleum Company LP (Marathon), which owns and operates the petroleum refinery.
  • Air Products and Chemicals, Inc. (Air Products), which owns and operates a facility that provides hydrogen to the refinery.
  • MPLX Terminals, LLC (MPLX), which owns and operates a light products marketing terminal that markets light products, such as gasoline and diesel fuel, produced by the refinery.

    State Registration No.: A9831

    Marathon submitted an application (APP-2024-0053) for a Permit to Install (PTI) requesting the following changes on 3/20/2024.  It replaces withdrawn application APP-2023-0146. The permit was approved with changes based on public input on 9/10/2024. It was given PTI No. 94-24.

    1. Removal of the throughput limits from the storage tanks in Flexible Groups FGCRUDETANKS-S1, FGNAPHTHATANKS-S1, and FGGROUPS-S1 as well as increasing the coke drum cycling limit in (EU70-COKER-S1) from 487 to 500 cycles per 12-month rolling time period so the refinery can operate at its capacity. These requests do not require physical changes to the refinery.
    2. Changes to make up for potential increases in emissions due to removal of the throughput limits. Putting these in the permit makes them legally enforceable. The changes include:
      • Replacing the Naphtha Hydrotreater Unit heaters (Emission Units include EU16- NHTSTRIPREBOIL-S1 and EU16-NHTCHARHTR-S1) with new heaters equipped with ultra-low oxides of nitrogen (NOx) burners to reduce releases of NOx to the atmosphere.
      • Removing the crude flare (EU-CRUDEFLARE-S1) from service.
      • Installing a dome over a gasoline storage tank EUTANK110-S1 to reduce releases of volatile organic compounds (VOCs) to the atmosphere.
      • Expanding the leak detection and repair program to cover more of the refinery to limit fugitive releases.
    3. Criteria pollutant emission limits (emission caps) that are lower than their current permit limits for NOx, sulfur dioxide (SO2), carbon monoxide (CO), particulate matter less than 10 microns in diameter (PM10), particulate matter less than 2.5 microns in diameter (PM2.5), volatile organic compounds (VOCs), sulfuric acid mist, hydrogen sulfide (H2S), and total reduced sulfur.
    4. Extension of perimeter air monitoring program at the facility for three years after issuance of the requested PTI.
    5. Inclusion of language from USEPA Consent Decree 12-11544.

    Air Products submitted an air permit application (APP-2024-0055) requesting to add the new emission caps to their section of the ROP on 3/20/2024. It replaces withdrawn application no. APP-2023-0239. The permit was approved on 9/10/2024. It was given PTI No. 95-24.

    State Registration No.: A9831

    MPLX submitted an air permit application (APP-2024-0054) requesting to make a proposed vapor recovery unit (VRU) stack change legally enforceable on 3/18/2024. In replaces the withdrawn application no. APP-2023-0240. MPLX proposed to combine the two existing VRU stacks, that are 20 feet tall, into a single stack that is 35 feet tall to improve dispersion of gasoline emissions in the atmosphere. The permit was approved with changes based on public input on 9/10/2024. It was given PTI No. 52-15A.

Withdrawn Permit Applications

Permit Applications Related to SO2 State Implementation Plan - Wayne County

These permit applications are necessary to meet specific federal requirements to include sulfur dioxide (SO2) limits from the Federal Implementation Plan into Michigan's State Implementation Plan. Although the limits associated with these applications are already contained in the Federal Plan, they need to be incorporated into the facility permits to complete the state’s obligations. These are considered one action and were opened for comment when draft conditions were complete.  The three air permits to install (PTIs) were approved on 9/26/2023.

    Application No. APP-2023-0033 from Dearborn Industrial Generation, LLC was received on 1/30/2023. The application is to incorporate an SO2 emission limit required by USEPA's Detroit SO2 Federal Implementation Plan (FIP). The PTI was approved on 9/26/2023 and was given the PTI No. 109-23.

    Application No. APP-2022-0290 from EES Coke Battery, LLC was received on 11/9/2022. The application is to incorporate the SO2 Federal Implementation Plan (FIP) requirements for Boiler House #2. The PTI was approved on 9/26/2023 and was given the PTI No. 108-23.
