It is the Michigan Department of Agriculture and Rural Development’s (MDARD) policy that any qualified applicant has an equal opportunity to become a certified pesticide applicator. To ensure equal opportunity for individuals with disabilities, MDARD will make reasonable accommodations for any qualified applicant wishing to take a pesticide certification examination.
1. Complete the Reasonable Accommodation Request Form and mail it to the address listed on the bottom of the form.

Within 30 days of receiving your request form, MDARD will review the request and provide you a written response. The written response will include one of the following:
Please be aware that the (ADA) does not require MDARD grant certification to anyone with a disability. Rather, the Americans with Disabilities Act requires MDARD to provide reasonable accommodations to the examination process. Additionally, the Americans with Disabilities Act only requires MDARD to open the exam process to those applicants that can perform the essential duties of a certified pesticide applicator. In order to determine whether or not a person requesting a reasonable accommodation is qualified to be a certified pesticide applicator, MDARD will reference the National Pesticide Applicator Core Exam Blueprint. This blueprint is the result of a job analysis that was conducted by the US EPA and represents the necessary knowledge, skills, and abilities required of certified pesticide applicators. Before submitting your reasonable accommodation request, please review the National Pesticide Applicator Core Exam Blueprint as well as the following definitions to ensure you are indeed a qualified applicant.
Disability means any of the following:
Determinable physical or mental characteristic of a person, which may result from disease, injury, congenital condition of birth, or functional disorder, if the characteristic:
a) substantially limits one or more of the major life activities of the person, and
b) is unrelated to the person’s ability to perform the duties of a particular job or position.
Qualified applicant means a person with a disability who can perform the essential functions of a certified pesticide applicator, with or without reasonable accommodations.
Reasonable accommodation means a modification or adjustment to the standard pesticide certification exam process for a qualified applicant. An accommodation that would cause undue hardship to MDARD is not a reasonable accommodation.
