Animal Research Facilities Annual Reports

Public Act 224 of 1969 was recently amended to require certain research facilities to submit an annual report to the Michigan Department of Agriculture and Rural Development by March 31 for the preceding year. This report attests that a facility is complying with the new requirements of the act.

The first reporting year is January 1 through December 31, 2024. The first due date is March 31, 2025.

Frequently Asked Questions about Submitting Annual Reports

  • A research facility meeting the definition provided in Act 224 of 1969 must report. In the law, a “research facility” is defined as any school, hospital, laboratory, institution, organization, or person that is licensed or otherwise registered with the United States Department of Agriculture and that uses or intends to use a dog or cat in laboratory research and that does one or both of the following:

    1. Purchases or transports laboratory animals.
    2. Receives funds from the State of Michigan, a local government, or an agency or instrumentality of this state or a local government to finance its operations through grants, loans, or other funds.
  • No, this requirement only applies to Michigan research facilities using or intending to use dogs or cats for research.
  • No report is due in 2024. Starting in 2025, the report must be submitted to the Michigan Department of Agriculture (MDARD) by March 31. The report covers activities from the previous calendar year.
