Public Act
Public Act 121 of 2024 requires the Michigan Public Service Commission (MPSC or Commission) to develop a Renewable Energy and Electrification Infrastructure Enhancement and Development (Renewable Energy EIED) grant program for businesses, nonprofit organizations, units of local and state government and Tribal governments for the purpose of planning, developing, designing, acquiring, or constructing renewable energy and electrification infrastructure projects.
RFP Process
The Renewable Energy EIED Grant RFP was posted on January 21, 2025. Potential applicants were invited to ask clarifying questions on its content, for which the inquiries and responses deadline has passed.

Proposal Submission
The MPSC invited all technologies, project sizes, and locations to apply, consistent with the language outlined in Public Act 121 of 2024. The deadline to submit a grant project proposal was March 20, 2025.
Proposal Review by Interested Parties
Per Public Act 121 of 2024, the MPSC shall allow for a review of all applications for this grant by interested parties directly affected by the proposals. To meet this requirement, the MPSC posted all applications, unredacted, to the grant proposals webpage on March 25, 2025. The 45-day mandated review and comment period will be followed by a 15-day period in which the applicant has the ability to modify their proposal, if desired. The final deadline for revised or modified proposals is May 27, 2025. Modified proposals must be submitted to LARA-MPSC-Grants-Administration@michigan.gov and the email should identify and explain the proposal modifications. Modified proposals will also be posted to the grant proposals webpage.
Renewable Energy EIED Grant Proposals
Final Award
The grant period is expected to begin January 1, 2026 and end no later than December 31, 2028. The amount available for this Renewable Energy and Electrification Infrastructure Enhancement and Development Grant is $4,875,000.00. The grant amounts awarded will be at the discretion of the MPSC.
From the total amount of funding for grants awarded for electric vehicle fast-charging infrastructure, to the extent possible, grants will be awarded with a goal of distributing 50% of the total amount for charging ports with two (2) connectors that provide charging at a power level of at least 200 kilowatts and 50% of the total amount for charging ports with two (2) connectors that deliver charging at a power level of at least 350 kilowatts.
