BEAD Challenge Process
The BEAD Challenge Process was the way in which MIHI determined the unserved, underserved, and served status of every home, business, and community anchor institution in the state. Unserved and underserved locations will be eligible to be connected through BEAD funded projects.

Michigan's BEAD State Challenge Process began on March 25, 2024. Challenge submissions were accepted until May 3, 2024. Rebuttal submissions were accepted on a rolling basis, with 40 days available for each rebuttal after notification of the rebuttal opportunity. Michigan's challenge process concluded with the submission of results to the National Telecommunications and Information Administration on July 22, 2024.
Michigan processed 2.39 million challenges during the State Challenge Process, more than 550 thousand of which were created by Eligible Challengers either as direct challenges or area challenges. The remaining challenges resulted from approved Modifications to Reflect Data Not Present in the National Broadband Map or deduplication.
