Belle Isle Boathouse rehabilitation proposals - letters of intent

We are currently accepting letters of intent outlining viable proposals for potential rehabilitation of the Belle Isle Boathouse. Only those applicants whose LOI are selected by the DNR will be eligible to respond to a request for informational proposals.

Timeline:

  • Deadline to submit LOI is 3 p.m. Friday, March 29, 2024.
  • LOI applicants will be notified of eligibility by April 12, 2024.
  • Invited formal proposals will be due at 3 p.m. Wednesday, July 31, 2024.

The timeline to accept proposals for development partnerships and schedules to execute a sustainable plan is based upon the building’s hazardous condition and strict timeline for the state to utilize available American Rescue Plan Act funds currently reserved for this structure.

Please submit your letter of intent to Urban District Supervisor Tom Bissett via email at BissettT@Michigan.gov in PDF format.

Letters of intent structure

Letters of intent should succinctly and clearly illustrate how the proposal for historic rehabilitation is compatible with park programming, that the applicant is capable of funding their proposal and, that consideration has been made continued use of a portion of the site by the Friends of Detroit Rowing that will adequately accommodate their activities. Letters of Intent should not exceed five pages and should include the following information as listed below.

  1. Project title.
  2. Applicant name.
  3. Project director.
  4. Brief description of proposal.
  5. Total anticipated proposal budget.
  6. Brief description of anticipated funding sources for rehabilitation and future operations.
  7. Partners and collaborating organizations.
  8. Proposed project schedule.
