James Hurt is the Managing Director for the City of Grand Rapids Public Services Group. He has been with the City for over twenty-three years in different capacities, eighteen of those years as a Department Director. His current area of responsibility includes the Environmental Services Department, Public Works Department, and the Water System for a community of 200,000 citizens.
The departments Mr. Hurt currently oversees have combined operating budgets of approximately $150 million with an additional $300 million in capital. The water/sewer systems serve 350,000 customers in the Grand Rapid metro area. He also has oversight for the trash, recycling and yard waste collections as well as all street maintenance, trench repairs, street lighting, street sweeping, paving and winter operations for approximately 1500 lane miles within the street system.
Mr. Hurt has spent the last thirty years working within local government in a variety of positions including an Assistant City Manager, City Manager, Administrative Analyst, Department Director, and Managing Director after earning a Bachelor’s Degree from Grand Valley State University (GVSU) and a Master of Public Administration Degree from Western Michigan University (WMU).
Mr. Hurt is very active in the American Public Works Association (APWA) Michigan Chapter where he held the position of President in 2017/18. He grew up on the east side of Michigan before coming to the west Michigan area in 1991 where he met his beautiful wife Kristin and raised two children. He will represent the Michigan Municipal League on the Transportation Asset Management Council.
