GEMS/MARS is the Grant Electronic Monitoring System / Michigan Administrative Review System and supports the Michigan Department of Education (MDE) monitoring process of Federal and State programs at the local level, to ensure funds and other resources are spent or used appropriately in accordance with State and Federal law and Education policy.
