About the RFP
Michigan Department of Labor & Economic Opportunity, Workforce Development (LEO-WD) is issuing a Request for Proposals (RFP) for State Apprenticeship Expansion 2025 (SAE 2025). The SAE 2025 grant program supports the expansion of United States Department of Labor (USDOL) Registered Apprenticeship Programs (RAP) opportunities across Michigan. SAE 2025 is focused on the expansion of Registered Apprenticeships (RA) in non-infrastructure occupations, specifically in the industry sectors Educational Services, Health and Human Services, and Advanced Manufacturing.
SAE 2025 will focus on support for participants typically underrepresented in RAP benefits, specifically people of color, women, veterans, Native Americans, individuals with disabilities, individuals without High School Equivalency credentials, and youth (ages 16-24).
Total funding available through SAE 2025 is $1,900,000, with an overall goal of 287 new RAs. LEO-WD anticipates three to five grant awards ranging from $300,000 to $900,000. Programs will expand existing USDOL RAPs during the grant period of performance, beginning February 15, 2025, through March 31, 2026.

Proposals will be accepted beginning Friday, January 17, 2025. The application deadline is Monday, February 10, 2025, at 11:59 p.m. EST. Awards will be announced on Wednesday, March 26, 2025.
