Step 2: New Applicants

After the main applicant and all supplemental applicants have successfully achieved step 1 prequalification, the main applicant can submit step 2 establishment license applications for all adult-use marijuana establishment state licenses it seeks to hold. During the step 2 process, the Cannabis Regulatory Agency (CRA) vets the proposed marijuana establishment.

  • The CRA review includes, but is not limited to, business specifications, proof of financial responsibility, municipality information, and general employee information.
  • The physical marijuana establishment must pass an inspection by the CRA within 60 days of submission of a complete application.
    • Do not submit a step 2 application unless the proposed marijuana establishment will be ready to pass an inspection by the CRA within 60 days of step 2 establishment license application submission.
    • Failure to pass an inspection by the CRA within 60 days of step 2 establishment license application submission may result in the denial of the license application
  • Class A marijuana growers, class B marijuana growers, class C marijuana growers, excess marijuana growers, marijuana processors, designated consumption establishments, marijuana microbusinesses, and indoor temporary marijuana events must pass a Bureau of Fire Services (BFS) plan review.
  • All marijuana establishments, except temporary marijuana events and marijuana event organizers, must pass a BFS inspection within 60 days of submission of a complete application.
    • Do not submit a step 2 application unless the proposed marijuana establishment will be ready to pass a BFS inspection within 60 days of step 2 establishment license application submission.
    • Failure to pass a BFS inspection within 60 days of step 2 establishment license application submission may result in the denial of the license application.
