Fugitive Extradited to Michigan, Arraigned on First-Degree Criminal Sexual Conduct Charge

LANSING – On Friday, James Carter, 62, formerly of Prescott, Michigan, but most recently residing in Georgia, was arraigned before the Honorable Megan R. Stiverson in the 2B District Court in Hillsdale on one count of First-Degree Criminal Sexual Conduct, a potential life sentence, and two counts of Accosting a Child for Immoral Purposes, a four-year felony, announced Michigan Attorney General Dana Nessel. Carter was extradited to Hillsdale County last week by the U.S. Marshals Service to face these charges as part of Operation Survivor Justice.
Carter is accused of sexually assaulting a minor and accosting her, along with another victim, for immoral purposes in 2008. He was initially charged by the Hillsdale County Prosecuting Attorney's Office in August of 2011.
Extraditions through Operation Survivor Justice were funded last year by a $1 million state appropriation. The Operation is a partnership between the Michigan Department of Attorney General, local county prosecutors, and the U.S. Marshals Service to locate, apprehend, and return to Michigan fugitive offenders with outstanding sexual assault warrants.
“Operation Survivor Justice has proven that those who flee criminal allegations cannot evade accountability by crossing state lines,” Nessel said. “I am proud to partner with the U.S. Marshals Service and county prosecutors across Michigan on this important work and remain committed to seeing justice delivered for these victims.”
Carter’s cash bond was set at $100,000. He will next appear in the 2B District Court for a Probable Cause Conference on April 2 at 10:30 a.m.
