Plan Elimination

Effective January 1, 2023, Priority Health and the Catastrophic Health Plan will no longer be offered to state employees. Enrollment and coverage in Priority Health and the Catastrophic Health Plan will end after December 31, 2022.

Priority Health and Catastrophic Health Plan enrollees must enroll in a new health insurance plan during this year’s Benefits Open Enrollment (BOE) period, October 17, 2022 through November 4, 2022. Failure to elect a new health insurance carrier during BOE will result in your health insurance benefits with the State of Michigan terminating January 1, 2023.

Current Priority Health coverage cannot be extended under any circumstance and the state is unable to automatically enroll employees in health insurance plans if they do not take action during BOE. It is your responsibility to enroll in a new health plan during BOE to retain health insurance coverage.

The state offers a number of health insurance plans through various carriers:

  • State Health Plan Preferred Provider Organization (SHP PPO)
    • Administered by Blue Cross Blue Shield of Michigan
  • Health Maintenance Organizations (HMOs)
    • Blue Care Network (BCN)
    • McLaren Health Plan
    • Health Alliance Plan (HAP)
    • Physicians Health Plan (PHP)
  • State High Deductible Health Plan (HDHP) with Health Savings Account (HSA)
    • HDHP: Administered by Blue Cross Blue Shield of Michigan
    • HSA: Administered by HealthEquity
  • C.O.P.S. Health Trust (available to MSPTA-represented (T01) employees only)

Changing health insurance carriers is a significant decision. It is important to select a plan that best meets your need by covering the services and medication you require. The following resources are available to assist you in your research:

During BOE, employees are encouraged to log in to HR Self-Service to complete enrollment via the HR Gateway (www.mi.gov/selfserv). After selecting a new health insurance plan by completing the BOE process, you will be emailed a confirmation statement documenting your elections. You must retain this statement for your records. This confirmation statement is your only proof of successful enrollment. Employees may also contact the MI HR Service Center for assistance at 877-766-6447, Monday through Friday, from 8:00 a.m. to 5:00 p.m. 

Changes and enrollments will be effective January 1, 2023. Welcome packets and ID cards will be sent from newly-elected insurance carriers before the end of this year.
