April 2025: Lao Heritage Month

WHEREAS, during the Vietnam War, the Geneva Accords designated Laos as a neutral country, aiming to shield it from hostilities; and,

WHEREAS, despite this agreement, Laos was drawn into the Secret War, leading to significant civilian casualties and forcing many Laotians to flee and seek refuge in other nations, including the United States; and,

WHEREAS, the Secret War left Laos the most heavily bombed country in history, with unexploded ordinances continuing to endanger civilians to this day; and,

WHEREAS, many Laotian refugees arrived in the United States with few possessions, yet through resilience and determination, rebuilt their lives, contributing to the economy through hard work and entrepreneurial ventures; and,

WHEREAS, Laotian Americans have become integral to Michigan’s civic, cultural, and economic fabric, excelling in community leadership, business, education, healthcare, and other professional sectors, while preserving their cultural heritage; and,

WHEREAS, the elders of the Laotian American community, who endured migration and rebuilding, are aging, placing a vital responsibility on younger generations to preserve and pass on their cultural traditions, history, and values; and,

WHEREAS, the Laotian American community in Michigan recognizes the importance of unity in documenting, honoring, and celebrating their history and culture to foster pride and belonging for future generations; and,

WHEREAS, April holds special significance as it marks Pi Mai, the traditional Lao New Year, a time of renewal and gratitude, symbolizing the resilience and cultural richness of the Laotian people; and,

WHEREAS, designating April as Lao Heritage Month will commemorate the contributions and achievements of Laotian Americans in Michigan and celebrate their cultural heritage through education and community engagement;

NOW, THEREFORE, I, Gretchen Whitmer, governor of Michigan, and Garlin Gilchrist II, lieutenant governor of Michigan, do hereby proclaim April 2025 as Lao Heritage Month in Michigan.
