Program Review

All institutions are subject to a program review by the State. The scope of a program review is typically one to two prior academic years at a time. The purpose of the review is to examine compliance with program regulations, identify problems, answer questions relative to reporting requirements, and to offer assistance regarding policies and procedures that will enhance the administration of the State financial aid programs.

When an institution is selected for a program review, a MI Student Aid representative will issue an engagement letter to the aid director to arrange dates for the review. The reviewer will conduct an offsite review, which requires copies of institutional records to be uploaded into MiSSG via Document Management for each student aid recipient selected in the program sample. During an active program review, MI Student Aid will use MiLEAP-MiProgramReview@Michigan.gov to communicate with institutions.

A written report will be shared with the aid director after the program review has concluded. If the program review identifies no findings, a closure letter will accompany the written report. If the program review identifies findings, the institution will receive a billing statement and instructions for providing a written statement. Once returned funds are received by the State and the written statement has been provided, a closure letter will be issued to the institution.

  • Most institutions will be selected for a program review on a three-year rotation. Some institutions may be selected more frequently for either a full program review or a limited program review based on evidence of additional monitoring required.
  • In the event there is a finding, there will be communication between the program review coordinator and the institution to discuss the finding(s) before any information is documented in a written report. When both parties agree to the finding(s), a written report will be issued along with a billing statement and instructions for providing a written statement.
