Monday, August 28, 2023

MINUTES

1. Call to Order
   1. Chairman Kevin A. Smith called the meeting to order at 1:22 p.m.
2. Roll Call
   1. Let the record show that five (5) Commission members eligible to vote on matters relating to DPSCD were present. A quorum was present.
   2. Approval of proposed Minutes from the FRC’s June 26, 2023, School District Monthly Meeting
   3. Approval of proposed Minutes from the FRC’s July 31, 2023, School District Monthly Meeting
   4. Chairman, Smith informed the meeting that after a request to review past meeting minutes for quorum, four meetings were identified where minutes were adopted but there was not quorum as defined by the FRC Act. He asked the Commissioners to ratify and reaffirm the meeting minutes listed below.
      1. Ratification and Reaffirmation of proposed Minutes from the FRC’s February 22, 2021, School District Monthly Meeting
      2. Ratification and Reaffirmation of proposed Minutes from the FRC’s April 26, 2021, School District Monthly Meeting
      3. Ratification and Reaffirmation of proposed Minutes from the FRC’s September 27, 2021, School District Monthly Meeting
      4. Ratification and Reaffirmation of proposed Minutes from the FRC’s January 30, 2023, School District Monthly Meeting
      5. Motion made by Commissioner Rose and supported by Commissioner Harkins to approve, ratify, and reaffirm the above-mentioned draft minutes of the Commission’s School District meetings. Motion moved and supported; the Commission approved the minutes as presented.
3. Executive Director’s Report
   1. Patrick Dostine, Executive Director, informed the meeting that in reviewing the monthly financial reports for DPS and DPSCD, for the month ending June 30, 2023, DPS and DPSCD , remain in compliance with all statute as it relates to their waivers.
   2. Mr. Dostine also gave a brief outline of the process in preparation of the school district’s year-four waiver.

6. DPS/DPSCD Financial Report for June 30, 2023 – FYI Only
   1. CFO, Jeremy Vidito gave a detailed overview of above-mentioned financial reports and addressed questions from the commissioners.

8. Next Meeting Date
   1. School District Regular Meeting: Monday, September 18, 2023, following the City Meeting, beginning no earlier than 1:05 pm, remotely using Microsoft Teams.
9. Adjournment
   1. Motion made by Commissioner Rose and supported by Commissioner Barnwell to adjourn. The Commission approved the motion to adjourn.
   2. There being no further business, the meeting adjourned at 1:47 p.m.
