The kind of raffle license required is based on the value of prizes to be awarded. If a prize is donated, the value of a prize is the retail value had it been purchased. With handmade items, the donor should set the value.
A large raffle license is required when the total value of all prizes awarded through the raffle drawings will exceed $500 in a single day.
A small raffle license is required when the total value of all prizes awarded through the raffle drawings will not exceed $500 in a single day (including any raffle ticket seller incentive prize).
