This optional collection may be used to submit projected student enrollment for the 2013-2014 school year. Since this is not a certified collection, it does not impact accountability nor do the submitted data become part of the students' official records. Data are used for the creation of direct certification reports. The Bureau of Assessment and Accountability (BAA) may also use data submitted through the Early Roster Collection in the pre-identification of students for Fall 2013 assessments.
Benefits of using Early Roster for Pre-Identification of Students for Fall Assessments:
- UICs are assigned and resolved early, avoiding UIC resolution tasks during the busy time period leading up to Tested Roster.
- Since many schools submit Early Roster already, it alleviates having to submit a separate data file to the BAA Secure Site.
To be used for pre-identification, records must be error-free and include Race/Ethnicity data and the BAA Assessment Component. Districts may continue to use the Early Roster Collection as their pre-ID method through September 12, 2013. Students pre-identified after this date will need to be pre-identified through the BAA Secure Site and will need their barcode labels printed locally. Direct Certification Implications for Public Schools:
Students reported via the Early Roster Collection, along with the students reported as "continuing" in the End-of-Year (EOY) 2013 General Collection, will be used in the creation of the initial Direct Certification Report. To enhance system performance, we recommend that public school users submit all newly enrolled students and those students who have had a change in building assignment since the EOY General Collection.
Public school entities should begin reporting enrollments through the general collections or Student Record Maintenance Collection after the school year begins.
Direct Certification Implications for Nonpublic Schools:
Nonpublic schools participating in the National School Lunch Program are required to submit their entire student enrollment, including new enrollees and existing students, in the Early Roster Collection.
The Early Roster Collection will remain open for nonpublic schools to continue submitting new enrollees through early May 2014. These data will be used for updating the direct certification reports, which will be refreshed throughout the school year. Nonpublic schools that participate in fall assessments can continue to use the Early Roster Collection as their pre-ID method through September 12, 2013. Students pre-identified after this date will need to be pre-identified through the BAA Secure Site and will need their barcode labels printed locally.
