  Median Cable Guardrail
  Who pays the repair bill when a cable is cut?
  When first responders get to the scene they stabilize a vehicle so that they have safe access; what happens if there is a secondary hit to the system?
  What if the system becomes electrically charged? Are there ways to mitigate this?
  How does a cable react when it is cut between two upright posts? Does it pull straight back for 1,000 feet?
