In the 18 years since Public Act 72 of 1990 has been law there have been five times when the Governor has had to appoint an Emergency Financial Manager for a local unit of government

This financial estimating tool has been developed in cooperation with John Kaczor to aide municipalities in forecasting potential financial outcomes in future years.
