TO: Opt-Out County Treasurers and IT Vendors
FROM: Stephanie G. Van Koevering
Special Assistant to the State Treasurer
SUBJECT: Tax Reversion Systems Amendment
Effective this morning, we have made two final amendments to the County Input File we provided you previously.
-
We would like to receive what we are calling the "base tax amount" from each of you, so that we may provide you with up-to-date, accurate redemption information when you access the state’s Internet redemption screen.
This base tax amount is defined as the original amount of the delinquency. It is the amount upon which the 4% county property tax administration fee and the 1% interest amount that accumulates during the year prior to forfeiture are based.
Gathering this information from you will enable the Department of Treasury to calculate the interest that accumulates after forfeiture, so you can simply look on our Internet redemption screen for a single up-to-the-minute redemption amount. The only remaining amounts that might be included in the redemption transaction would be special assessments that may attach to the parcel at the local level. Unfortunately, we will be unable to include these amounts in our redemption screen.
We believe this change will make your work easier as properties are redeemed. Please refer to the attached revised County Input File specifications to determine where and how this information should be transmitted to the state.
- On the Addressee Information file of the two part input file, we also have changed the Relationship field from 9 characters to 1 character. The counties will input an O for owner or an S for secondary. This will help to keep the file size more consistent.
At this time, I would also like to encourage each of you to make sure that you have ready access to the Internet, so you can take advantage of this service and keep your own processes running smoothly. As you know, all redemptions must be entered on this screen within 24 hours of receipt; your work will obviously be much easier if you have an online connection in your office. We are prepared to work with you to use alternative (e-mail or paper) methods during the time that you are obtaining Internet service, but our system requirements indicate that redemptions must be transmitted via the World Wide Web. If you do not have Internet access at this time, please call me at (517) 373-3223 to let me know when you plan to obtain it.
One final reminder: our Treasury IT staff is available to you at all times to answer questions and address concerns. If you need assistance, please call

or Tom Willard (willardt@state.mi.us)
