Liquid Industrial Waste Transporter RegistrationAgency: Environmental Quality
The Southeast Michigan District Office of the Office of Waste Management and Radiological Protection (OWMRP), within the Michigan Department of Environmental Quality (MDEQ), has responsibility for reviewing and issuing a credential under the Uniform Program for Liquid Industrial Waste transportation registration and permits under the authority of the Hazardous Materials Transportation Act, 1998 PA 138.

7. Appeal Process
The applicant with a current registration and permit credential, making a timely and complete application, who receives notice that the MDEQ intends to deny the renewal may request a contested case hearing by submitting a petition to the State Office of Administrative Hearings and Rules within 10 days of the notice of denial. The petition can be obtained on the internet at the following location: www.michigan.gov/deq/0,1607,7-135-3307_4132_4157---,00.html. If the application is for a new registration and permit and not a renewal, there is no appeal provision. The hearing is a provision of the Administrative Procedures Act, 1969 PA 306, as amended.
8. Public Input Opportunities
The decision-maker in this process is the Transporter Manager in the WHMD. Complaints or comments related to a transporter may be filed with the MDEQ at any time. The complaints are investigated and considered upon receipt and in the annual decision-making process for renewal. A list of registered haulers can be found on the MDEQ program web page.
