Revision to TR-52L Form (Bill of Sale By Law Enforcement Agency for Abandoned Vehicle)
The TR-52L form (Bill of Sale By Law Enforcement Agency for Abandoned Vehicle) has been revised as of August 2010. Specifically, a Certificate of Scrapping for a Registered Abandoned Scrap Vehicle has been added to the TR-52L.
If the vehicle listed on the reverse side of the TR-52L is a registered abandoned scrap vehicle the law enforcement agency or towing agency may release it to a towing service, used or secondhand vehicle parts dealer, scrap-metal processor, automotive recycler, or foreign salvage vehicle dealer. Rather than apply for a new title, the new owner may reassign the vehicle as scrap by using the certificate of scrapping portion of the TR-52L.
The certificate of scrapping contains an additional reassignment that can only be used to reassign the vehicle to a scrap metal processor. If the certificate of scrapping is completed, the vehicle cannot be registered or re-titled and can only be used for parts or scrap metal.
The TR-52L can continue to be used for an abandoned vehicle that is not redeemed by the owner or lien holder, and is offered for sale at public auction.
In summary, the new TR-52L has been enhanced with the addition of a certificate of scrapping assignment that permits the new vehicle owner to properly reassign the vehicle to a scrap metal processor.
