RD-108 Processing - Revision To Stolen Flash Instructions

To better protect both dealers and vehicle purchasers, the Michigan Department of State has revised its instructions for processing RD-108 transactions to transfer a title when a stolen vehicle flash appears on the vehicle record. 

Effective immediately, when a RD-108 is submitted for processing and a stolen flash appears on the vehicle record, the branch office will request an inquiry by Departmental staff with access to the Law Enforcement Information Network (LEIN).  This inquiry will determine if the stolen flash is still valid.  Sometimes a stolen flash is removed from LEIN but remains on Department of State records in error. 

If the stolen flash is still active on LEIN, branch office staff will return the transaction to the dealer with notification that the RD-108 cannot be processed until the flash is removed.  The flash must be removed by the police agency that posted the flash.  Branch offices will provide the dealer with the contact information for the police agency.  The dealer is then responsible for contacting the police agency and requesting removal of the stolen flash. 

Once the stolen flash has been removed, the RD-108 can be resubmitted to the branch office for processing.  The original paperwork and return notice from the branch must be included (this is proof of the transaction's original submission date and will allow waiver of the late fee).  Please maintain a copy with your dealer records.

The revised stolen flash instructions will also apply to dealers participating in Dealer Direct.  When a stolen flash notice has been placed on a title record, the Dealer Direct participant will be blocked from processing the transaction on the CVR system.  The dealer can obtain contact information for the police agency from the Electronic Filing System (EFS) Help Desk (517) 636-0571.  The dealer will be responsible for contacting the police agency and requesting removal of the stolen flash.  Once the stolen flash has been removed, the RD-108 can be processed through the CVR system.
