Use of Statewide Look-up and QVF Absent Voter Module Required: It is
important that all county, city and township election officials initiate
preparations for the implementation of the MOVE Act which, as previously
announced, will be in effect for all elections beginning with the August 3, 2010
primary. Please make note of the following:
Use of Statewide Look-up (SWL) - All county, city and township
election staff should maintain an active SWL user name and password. If you were
previously issued a SWL user name and password but have not accessed the SWL for
several months, your user name and password may no longer be active. For
security reasons, SWL user names and passwords are automatically deactivated
after several months of inactivity. For this reason, we are requesting that you
use your SWL user name and password on a regular basis.
If your previously assigned SWL user name and password have been deactivated
or you have never accessed the SWL and therefore do not have an assigned user
name and password, please contact the QVF Help Desk at 1-800-310-5697 to request
an active user name and password.
Please note that the SWL is a tool that is designed for use by all county,
city and township election officials. You do not need to have direct
access to the QVF/QVF Lite to access the SWL.
QVF Absent Voter Module - Under the provisions of the federal MOVE
Act, covered voters must be provided with a "free access system" that can be
used to determine whether their absent voter ballot was received by their local
clerk. To meet this requirement, we will be posting information regarding the
status of absent voter ballots for covered votes obtained from the QVF Absent
Voter Module. For this reason, all jurisdictions that have direct access to the
QVF/QVF Lite must be prepared to post absent voter activity for all covered
voters using the QVF Absent Voter Module. Clerks of jurisdictions that do not
have direct access to the QVF must work with their county clerk to ensure the
posting of this information.
