Permanent Driver's License Numbers:  Effective September 12, 2009, all existing and newly issued driver's license numbers (DLNs) are now permanent and will not change even in an instance where the voter marries, obtains a name change or corrects his or her date of birth.  As a result, the letter that begins each DLN (i.e. D-000-000-000-000) will no longer always match the first letter in the driver's last name.
