WHTI and Its Impact on Border Security
Beginning June 1, 2009, travelers entering the U.S. by land or sea from Canada, Mexico, Bermuda or the Caribbean nations must present an identity and citizenship document approved under the Western Hemisphere Travel Initiative (WHTI). WHTI was enacted to heighten border security against terrorism and illegal entry.

U.S. citizens age 16 or older must present one of the WHTI-approved documents listed below.

U.S. citizens under the age of 16 must present their birth certificate (original or a photocopy) or other proof of U.S. citizenship, such as a naturalization certificate or citizenship card.

U.S. citizens ages 16-18 traveling under adult supervision with a school or religious group, social organization or sports team need to present their birth certificate (original or photocopy) or other proof of citizenship.

The regulations under WHTI for air travel are different than for land and sea travel. Only a passport or other approved travel document will be accepted when entering the country by air.

To Enter the U.S. by Land or Sea
U.S. citizens must present one of the following WHTI-approved documents to enter the country when returning by land or sea from Canada, Mexico, Bermuda or the Caribbean:
