GDL Denials

You may be denied a driver license for any of the following reasons:

  • Test failure
  • Refusal to be photographed
  • Refusal to sign the application
  • Two or more moving violations on your record within the preceding three years (original license only)
  • Failure to provide a residence address

 

A Graduated Driver License (GDL) will not be issued to nonresidents, foreign exchange students, or minors who fail to meet the GDL eligibility requirements.
