Under No Child Left Behind, some students in schools that have been identified as "in need of improvement" are eligible for Supplemental Educational Services (SES). Supplemental Educational Services are tutoring, small group, or computer instruction in reading or math provided before or after school, on weekends, or during the summer.
Schools are working hard to improve the quality of education your child receives. SES are provided in addition to a school's plan to improve learning. If a child is eligible, the school district pays for SES.
To be eligible for SES a child must attend a Title I school that is in Phase 2 or higher of school improvement, and the family must meet income eligibility guidelines. If you are not sure whether your child is eligible, check with your child's school or the district office. Neither schools nor providers are allowed to make public the names of eligible students.

The final Title I Regulations of October 2008 require state education agencies (SEAs) to post the following information:
o 20% obligation (set-aside) for Public School Choice and SES;
o The annual per-student amount for SES, and
o The amount from the 20% obligation that may be used for parent outreach and engagement.
For 2009-10, these amounts include regular Title I funds as well as American Recovery and Reinvestment Act (ARRA) Title I funds. The Michigan Department of Education (MDE) has received waiver granting authority from the U.S. Department of Education (USED) to allow local education agencies (LEAs) to exclude ARRA funds when calculating the 20% obligation and the annual per-student amount for SES. Information and instructions on the waiver process were sent to LEAs on October 8th.
2009-10 SES Provider Application Information for Identified Schools and School Districts
MDE has been granted authority by the U.S. Department of Education to allow schools or school districts that are Identified for Improvement, Corrective Action, or Restructuring to apply to become State-approved SES providers during the 2009-10 academic year. The following information pertaining to this process is provided below:
- The SES provider application will be re-opened for Identified schools and school districts only.
- The SES provider application will be open from 8:00 AM on October 26, 2009 until 5:00 PM on November 23.
- The State is not bound to and will not re-open the application for other applicants, as they have already been offered this opportunity for the 2009-10 school year.
- Any applicant other than a school or school district that is Identified for School Improvement, Corrective Action, or Restructuring that accesses or submits the application at this time will be automatically rejected and will not be allowed to reapply until the 2011-12 school year.
- Currently approved SES providers that access the electronic application at this time will receive an automatic one year suspension from the State-approved SES provider list.
- Identified school or school district applications will be reviewed and evaluated on the same basis as all others, using the same application and rubric.
- Submission of an application by Identified schools or school districts DOES NOT guarantee approval.
- If an Identified school or school district becomes a State-approved SES provider, it MUST still offer all other SES providers approved for the district the opportunity to recruit and enroll students.
- Schools or school districts that are State-approved SES providers may not exclude other approved providers from open houses, provider fairs, or other events intended to recruit or enroll students in SES.
- Identified schools or school districts that become State-approved SES providers are subject to all legislation, policies, rules, and guidelines for the provision of SES on the same basis as all other providers. There are no exemptions or special conditions granted to Identified schools or school districts.
