EARLY DRAFT MATERIAL FOR MICHIGAN'S 2012 THREAT AND HAZARD IDENTIFICATION AND RISK ASSESSMENT (THIRA)

A draft document has been placed here, containing descriptions of Michigan's array of natural, technological, and human-related hazards. This material addresses Step 1 and most of Step 2 of the 2012 THIRA process that stems from Presidential Policy Directive 8 (PPD-8). The material identifies and provides a general context for all of the hazards and threats that could cause an emergency or disaster event to occur in Michigan. Subsequent steps (THIRA Steps 3 and 4) will analyze Michigan's worst, most plausible hazards through the use of specific scenarios that anticipate and plan for the most severe impacts upon Michigan and its communities.

Consistent with an all-of-nation approach that involves the whole community (at all levels), all agencies, businesses, residents, and other stakeholders are invited and encouraged to review and provide feedback upon this draft document.

Michigan Emergency Management Plan (MEMP) Support Segments 101b, 101c, 101d

The plan developed and continuously maintained by the Emergency Management and Homeland Security Division, Department of State Police (MSP/EMHSD), pursuant to 1976 PA 390, as amended, for the purpose of coordinating the emergency management and homeland security activities of prevention, mitigation, preparedness, response and recovery within the state. The MEMP consists of two introductory sections (i.e., Planning Preliminaries; Emergency Management System), eight Emergency Support Functions (ESFs), 23 Disaster-Specific Procedures, and three primary Support Plans (i.e., Evacuation and Mass Shelter Support; Animal Care Support; Recovery Support). The MEMP is supported by other state-level, function-specific plans, including but not limited to those that address: 1) continuity of government and continuity of operations; 2) disaster logistics management; 3) disaster debris management; 4) disaster donations management; 5) hazard mitigation; 6) emergency repatriation; 7) damage assessment; and 8) mass fatality management.

MHA provides a large array of information for local communities to
use in developing their own hazard analyses. Local emergency managers can also refer to EMHSD Publication 201
(Local Emergency Planning Workbook) and EMHSD Publication 207 (Local Hazard Mitigation Planning Workbook)
to develop a hazard analysis for their community.

Provide an organizational and operational framework for the State of Michigan to assess the need for, request, receive, and distribute disaster relief supplies, equipment, and other materiel and technical assistance (generically called "commodities") necessary to respond to and recover from natural and human-caused disasters and emergencies, including acts of terrorism. The efficient and timely procurement and distribution of needed disaster commodities, particularly in widespread and/or severe disasters or other catastrophic incidents, will help the State and local governments in meeting the full range of short-term and/or long-term recovery and basic life sustainment needs of the affected population.
