In 1991, the headquarters Traffic Services Section first developed the Michigan Comprehensive Traffic Safety Initiative (MCTSI) grant to assist in the reduction of traffic crashes on
Michiganroadways. Prior MCTSI grants have dealt with areas such as countywide cooperative traffic enforcement efforts, airspeed timing, patrol in-car video cameras, public information and education campaigns, traffic safety teams, safety belt enforcement efforts, alcohol projects, speed enforcement initiatives, and numerous special enforcement projects
The headquarters Traffic Services Section requested and received permission to add an additional position to the Special Operations Division in 1994. This grant coordinator (G.C.) position was created to serve as the full-time project director of the MCTSI grant and to serve as a project director for any other traffic safety-related grant projects initiated through the Special Operations Division. This position is responsible for the day-to-day administration of traffic safety-related grant programs and various other aspects of the Traffic Services Section including department safety belt enforcement efforts. The position is 100 percent federally funded through the MCTSI grant which, in turn, receives funding from the National Highway Traffic Safety Administration (NHTSA) in
Washington,
D.C.
The G.C. is responsible for developing and writing traffic safety enforcement grants, which includes coordination with the Michigan Office of Highway Safety Planning (OHSP). The G.C. works with OHSP to determine the distribution of funding and the assignment of overtime hours to seven districts and 64 posts located throughout the state. The G.C. is required to review all grant related paperwork received, including spreadsheets with hours utilized and statistics. The G.C. generates and distributes to the field an overtime report so that the overtime hours may be reconciled on a bi-weekly basis. The G.C. participates in planning and organization of the media events. The G.C. runs monthly financial reports and submits quarterly budget reports to the Management Services Division and OHSP. The G.C. is also responsible for coordinating traffic safety network meetings each year. The G.C. also acts as a law enforcement liaison working directly with OHSP’s liaisons (who work with the local and county agencies) and is the direct contact for MSP. The G.C. position administers over 1 million dollars of enforcement grant overtime to the Michigan State Police districts and posts.
For FY 2005, the Department is involved in 6 federally funded grant projects that are included in the Michigan Comprehensive Traffic Safety Initiative (MCTSI). The Headquarters Traffic Services Section oversees the administration of the following grant projects (all of which fall under the "Drive Michigan Safely Task Force"): "Click it or Ticket" Safety Belt Enforcement Zone Grant, "You Drink & Drive You Lose" Alcohol Grant, Youth Alcohol Grant projects, Michigan Association of Chief’s of Police Grant Award, Challenge Awards, Intersection Enforcement pilot project and funding for a Traffic Services Section Grant Coordinator. For FY 2005 there are 2 mandatory waves for the "You Drink & Drive. You Lose" Grant, and 1 mandatory wave for the "Click it or Ticket" Safety Belt Enforcement Zone Grants. There is summer enforcement for both projects. The content and focus of the various grant projects change annually, based on identified goals of the Department for influencing driver behavior and reducing the number of crashes on
Michigan
roadways for the purpose of saving lives and reducing injuries.
