Emergency Management & Homeland Security Division Training Policies

General Course Information

  • Approximately three weeks prior to class, MiTRAIN will send an e-mail of acceptance or notification of being placed on a waiting list.  Please read it carefully as the course location, date(s) and times, and course prerequisites will be included.
  • Class size is limited to 50 people (outreach training may waive this requirement).
  • Classes need a minimum of 15 applicants to be held.
  • Please contact the  Training & Exercise (T&E) Section  if you need to cancel your attendance.  Failure to do so will jeopardize your subsequent class admission.
  • If a situation arises in which EMHSD must cancel or postpone a class, contact will be made with all enrolled participants.  If a class is cancelled due to inclement weather, a message will be recorded on the course manager's voice mail at 517.333.5036.
  • Due to the volume of material covered, it is critical to be on time when class starts and when returning from breaks and lunch.
  • You must be present for the entire duration of the class to receive credit.
  • Class materials will be provided by EMHSD.  Students are expected to bring their own writing utensils. Some courses may require students to bring additional materials to class (e.g., local plans).  Please see course descriptions for additional requirements.
  • Lodging and meals are not provided.  At most training facilities, coffee and refreshments may be purchased.
  • The dress code is business casual unless otherwise noted.
  • If you have a need for special accommodations, please contact the course manager prior to class.

Some training sites have wireless Internet access; please check with the course manager prior to class.

Training Code of Conduct
T&E strives to create an environment that enhances the knowledge and skills of all emergency management professionals. All participants are expected to:

  • Complete prerequisites and post-course activities.
  • Be present for the entire course.
  • Communicate ideas in a respectful way.
  • Do not interfere with the learning of others (this includes limiting the use of technological devices that display images and/or transmit sound).

Priority System
Due to high demand for training, EMHSD has instituted the following acceptance policy (at the discretion of the course manager):

  • First priority:  Local, state agency, and tribal emergency managers, alternates, and support staff; EMHSD staff; Michigan State Police personnel; education personnel; Regional Board members and staff; target audiences for specific classes; public health preparedness personnel; and elected and appointed public officials.
  • Second priority:  Fire, police, and emergency medical services; National Guard members; health officials; U.S. Department of Homeland Security, Federal Emergency Management Agency, and Centers for Disease Control and Prevention personnel; Michigan-based federal agency emergency managers; Red Cross and Salvation Army volunteers; weather and meteorological personnel; exercise personnel; Radio Amateur Civil Emergency Services/Ham radio operators; Citizens Corps members; special needs populations support organizations; and utilities personnel.
  • Third Priority:  All others.
