As a result of the terrorist attacks withing the U.S. there have been an increased public awareness of illegal activities. Much like Neighborhood Watch programs, this program is meant to inform, educate, and enlist the assistance of all persons who witness suspicious activities primarily on the water. It provides information on what to look for and who to call and is meant to cause uncertainty in the minds of potential terrorist and criminals. River Watch slogan is "Be our eyes and ears so we can help calm your fears".
Citizens are instructed to pay attention to recreational boats, commercial vessels and waterfront facilities and/or other structures including bridges.
This program is supported by the U.S. Coast Guard and calls are answered by the U.S. Border Patrol and the initiative has been adopted by the Anti-Terrorism Task Force.
