The reductions announced today in Executive Order 2009-22 are painful cuts that will result in a reduced level of service provided by the Michigan State Police (MSP).  The MSP is working to minimize the impact of these cuts for both our employees and the citizens we serve.  The Executive Order contains three major reductions for the MSP: trooper layoffs, fleet savings and state employee furlough days.

Trooper Layoffs

  • The lay-off of 100 troopers will occur no later than July 1, 2009.
  • By union contract, layoffs affect the least senior trooper statewide.
  • There will be no transfers of troopers among work sites to fill gaps resulting from layoffs due to contractual restrictions.  This means some posts will be disproportionately impacted by these reductions.
  • Some posts will experience a reduction in the number of shifts due to diminished staffing; however, no post closures are proposed at this time. 

Fleet Savings

  • Fleet savings will be realized through a combination of fuel rate reductions and the institution of mileage restrictions across the department's fleet (with the exception of federally funded motor carrier operations).
  • Enlisted members will be required to minimize miles driven during dedicated patrol time, using travel to and from complaints to conduct traffic enforcement along the route, when appropriate.
  • Citizen safety will remain a priority.  All calls for service that are life-threatening emergencies or involve in-progress crimes will still be answered on a priority basis.
  • Administrative travel will be avoided unless critical. 

State Employee Furlough Days

  • Implementation of Executive Order 2009-22 requires the shutdown of most state government operations for six days between now and September 30, 2009.
  • Those days, for which state employees will not be paid, will be announced in the near future after all operational and contractual requirements have been met.
