Performance Based Contract Administration (PBCA)
 
Since June 2000, the Michigan State Housing Development Authority (MSHDA) has served as the Contract Administrator for the U.S. Department of Housing and Urban Development (HUD) project-based Section 8 portfolio in Michigan. MSHDA and its subcontractors, the Michigan Multi-family Asset Managers (MMAM) and EPS, Inc., perform contract administration services as described in the Annual Contributions Contract (ACC) with HUD. Under the ACC, MSHDA is required to carry out core functions and other requirements.

EPS, Inc. performs the Housing Assistance Payment (HAP) related functions and MMAM performs the asset management functions. MSHDA Contract Administration staff is responsible for quality control of contract administration operations, oversight of subcontractor performance, disbursing Section 8 subsidy, and most HAP processing functions. 

To date, MSHDA, in partnership with its subcontractors, has successfully carried out the core functions of contract administration.
